A decree specifies the organization of the digital department of the ministries responsible for social affairs

This reorganization follows the removal of the interministerial digital directorate and the State information and communication system (Dinsic), which became the interministerial digital directorate (Dinum) after the publication of a decree. October 27, 2019.

The Dinum is attached to the Secretary General of the Government and placed under the authority of the Ministry of Action and Public Accounts and manages the digital departments (DNum) which are created in each ministry.

Unlike the digital health delegation (DNS), which is responsible for defining and implementing the digital health strategy, "the functions of the DNum are internally oriented (tools for public officials mainly)", explained to TICsanté the digital health delegate, Laura Létourneau.

Thus, the DNum of the ministries responsible for social affairs includes the sub-directorate for digital projects and services and the sub-directorate for "digital working environment".

In detail, the digital projects and services sub-department has the following missions:

  • design, develop in project mode and maintain digital applications and services participating in public policies

  • ensure the design and overall management of the applications of the ministries, by proposing the relevant pooling and optimization of applications and by seeking their industrialization

  • maintain operational conditions for digital applications and services in conjunction with the departments concerned

  • design, Review and support methods and tools allowing the development of digital applications and services in line with the quality approach.

The "digital working environment" sub-directorate is responsible for:

  • define the strategy and bring the service offer relating to the digital working environment for agents

  • design the service offer relating to the digital work environment, deliver the services and maintain them

  • animate, coordinate networks and communities of correspondents

  • take charge of incidents and requests, ensure that they are dealt with until resolved and ensure communication with users.

"The decree of August 12, 2013 organizing the management of information systems in sub-directorates and offices is repealed", specifies the decree.
