To support its digital development, the social and medico-social sector must "tie in with the big machine sanitary, but (he) is very late," said Virginie Lasserre at the congress of Fehap, organized on the theme "the person who acted on his journey in the digital age".

"The medico-social (is) not yet at the rendezvous, with software that is not always adapted to the needs of professionals, shortcomings in terms of ergonomics or interoperability," she pointed . She recalled that the roadmap for digital health presented in April by the Minister of Solidarity and Health, Agnès Buzyn, includes an "ESMS plan" (2020-2022) to support the sector, particularly in its investments.

It aims "to develop digital priority, in the spring of 2020, in ESMS from the field of disability and loss of autonomy, before (a generalization) to all ESMS," said Virginie Lasserre.

The plan has a "seed fund of about 30 million euros" which is provided by the CNSA (National Solidarity Fund for Autonomy), with a priority component that is to improve the management of the case of the user in particular ".

On the financing of digital technology in healthcare institutions, "the way is not completely finalized" also considered Katia Julienne, general director of the healthcare offer, evoking "a first component with the Hop'EN program" . "In the same way, we need to equip professionals in the city with investment that facilitates coordination of care."

Regarding the deployment of shared medical records (DMP), Nicolas Revel, Director General of the National Fund for Health Insurance (Cnam), found "a good momentum from health facilities." But "it's a little more complicated on the medico-social," he said. The health insurance "offers a partnership to the Ehpad (nursing homes for dependent elderly people) to help them adapt their system."

He said that "20% of general practitioners feed the DMP". There are "8 million files opened in France, we open 80,000 each week," he added.

The director general of CNAM also welcomed the rise of the use of telemedicine tools: "We had 5,000, 6,000 teleconsultations in the month of June, we will be in October to 25,000 teleconsultations, I am confident that growth will intensify ".

Develop e-Satis on all health and medico-social

Another challenge is "to extend the measure of user satisfaction for all care," continued Virginie Lasserre. "This began in May 2018 for outpatient surgery and as early as 2019, extended to follow-up care and rehabilitation services (SSR) and to Ehpad."

"It is necessary to develop e-Satis on the whole of the sanitary field and medico-social", abounded Katia Julienne.

The e-Satis system "has not been co-built with users and very few people answer it, less than 10%, it is very unrepresentative", nonetheless pointed out Catherine Cerisey, patient teacher at the faculty of Bobigny .

"Above all, the questions do not match the patients' expectations, we do not talk about quality of life," she concluded.
