This amendment modifies the national agreement of health centers of July 8, 2015, enriched by stipulations drawn from the interprofessional framework agreement (ACI) of April 20, 2017 and the medical convention.

The new text declines to the health centers the aid measures for the recruitment of medical assistants appearing in endorsement n ° 7 of the medical agreement.

It is thus planned to grant degressive financial aid, in the amount of 36,000 euros for a full-time medical assistant in the first year, 27,000 euros in the second year and a maximum of 21,000 euros from the third year.

In return, the health center must justify the hiring of 0.5 full-time equivalent (FTE) maximum medical assistant for a full-time doctor, whatever his specialty, and this within the limit of 4 medical assistants per center. health, specifies the Cnam.

The first contracts could be signed in the spring, depending on the date of approval of the amendment by the ministers in charge of social security.

A series of measures should make it possible to "help the health centers to acquire equipment allowing the deployment of teleconsultation acts (equipment in particular nursing stations within the health centers to enable the latter to accompany, if necessary, doctors during teleconsultations) ".

Financial assistance is also planned for health centers using tele-expertise.

Finally, the endorsement implements "new demographic contracts applicable to dental and nursing health centers comprising significant financial aid to promote the installation of these centers in under-dense areas for care", and provides for a revaluation of financial assistance associated with the installation assistance contract for medical and multipurpose health centers.

The agreement potentially concerns 1,621 health centers and should enter into force in 2020, but remuneration would not be paid until 2021.
