Asip Health publishes an inventory of services and needs

This work responds to a request from the Ministry of Solidarity and Health, as part of the roadmap on digital health presented last April, which includes providing support for professionals in the deployment of telemedicine and tele-therapy.

They were made from surveys and exchanges with the regional health agencies (ARS), the regional groups of support for the development of e-health (Grades), the health insurance, the general direction of the supply of care (DGOS) and representatives of industry and health professionals.

In the summary of its studies, the Asip Santé observes that the changeover to a common law financing of teleconsultation acts in September 2018 provoked an "exponential increase in the number of acts performed".

It describes a complexification of the sector, composed of regional platforms conceived as experimental projects and of actors who do not have frame of reference allowing them to evaluate the quality of the proposed offers.

It counted 21 regional platforms and more than 400 telemedicine services developed during the experimental period, before September 2018.

The agency has identified two main needs to "secure, make coherent and accompany the deployment of telemedicine":

  • "rationalize, accompany and make readable the offer of telemedicine on the territory"

  • "to observe the practices, to value the data to follow and to anticipate the deployment, the uses and the applications of the telemedicine".

To answer this question, it recommends setting up a label or certification standardization process for telemedicine solutions, in order to better support both sector publishers, healthcare professionals and patients.

It recommends setting up a "telemedicine observation center" to consolidate and exploit the data produced by telemedicine, in order to better understand and analyze the deployment of remote medical practices, to anticipate changes and to accompany the professionals on the ground.

Asip santé also provides 14 cases of telemedicine use (teleconsultation and teleexpertise) based on feedback from health and medico-social institutions.

It describes the means of exchange between health professionals and patients as part of a teleconsultation, and details the various ways to ensure the security of shared data.

Base reference submitted to consultation

The agency has also published a comparative study on the development of telemedicine internationally, which notes that these practices at distance are currently "a priority axis of development of health systems."

It notes that the most advanced countries in this field have a unified governance and a "steering and / or national coordination structure dedicated to telemedicine".

The Asip Health has also posted Wednesday the "base functional reference" of telemedicine provided by the road map of the Ministry of Solidarity and Health.

It describes the architecture and urban planning of a telemedicine information system and specifies the functional requirements to be fulfilled by the platforms. It is the subject of public consultation until Tuesday, December 31.

The agency warned that it would put "soon" in consultation the part of the framework of interoperability of health information systems (CI-SIS) on the exchange of health data involved in acts of telemedicine.
