Dominique Pon insisted on "adhering" to the roadmap of all actors, whether industrial, health establishments, health professionals or patients, and whether they act on a regional, national or international scale .

"We have made a lot of progress eight months after" the publication of the roadmap, he praised. "It will do it," he reiterated about the various actions carried out by the Agency for Shared Health Information Systems (Asip Santé).

Dominique Pon was surrounded by the ministerial delegate for digital health, Laura Létourneau, and representatives of the general management of healthcare provision (DGOS), the National Health Insurance Fund (Cnam), the Health Data Hub and the Ministry of Solidarity and Health.

They presented the progress of the 26 actions divided into five directions of the roadmap. It is an exercise in "total transparency" which will take place regularly, said the ministerial official.

Governance is the first orientation of the roadmap, we recall.

The publication of the decree activating the transformation of the delegation to the health information systems strategy (DSSIS) into a ministerial delegation of digital health (DNS) (action n ° 1) should be imminent, said Laura Létourneau.

The DNS still has three posts to fill, so that of "chief technical officer" (CTO), she said.

Asip Santé has officially become the Digital Health Agency (ANS) (publication of a endorsement to the constitutive convention of the GIP Asip health in the Official Journal of December 20).

The ANS is "the armed wing of the DNS" and "is refocusing on the development of baselines and basic services", she said.

The agency notably strengthened its teams by "reintegrating 46 full-time equivalents" in one year.

The "digital health ethics unit" (action n ° 2) will publish "in the first half of 2020" a self-assessment grid for the ethics of hospital information systems (HIS) for healthcare establishments.

A working group intended to produce the declination of this grid for medicine is being set up, it was specified.

A guide 'ethics by design'in artificial intelligence (AI) "for industrialists and a" code of e-ethics "for healthcare professionals are also expected in the first half of 2020.

Concerning the technical doctrine of digital health (action n ° 3) currently open to consultation, ASIP health received "around sixty contributions on December 15 and around ten contributions from manufacturers by email", indicated the agency.

The consultation will end on January 19 and the publication of the doctrine is expected at the end of this month, she announced.
