If sales of electrically assisted bikes (EVs) exploded in 2017 in France (+ 90%), it is largely thanks to the national premium granted to anyone who bought a bicycle of this type between February 1, 2017 and January 31, 2018. A very popular bonus that would have benefited 250,000 beneficiaries (and cost 50 million euros instead of the 30 million initially planned) according to Cerema (center for studies and expertise on risks, the environment , mobility and development), but which the following government severely limited only one year after its activation.
State aid much less accessible
However, the matter is no longer as simple, because in addition to being limited to the lowest income, the national purchase aid called "electric assistance bicycle bonus" now comes only in addition to another similar, local aid. To take advantage of this, you must in fact justify having already received aid for the purchase of a VAE allocated by a community. For those who offer them, the State bonus can now at best double the initial aid, up to a limit of € 200 for the 2 cumulative aids and a total amount not exceeding 20% of the purchase price. biking. The award criteria do not change, the bonus only applies to electric bikes purchased new and these must not be powered by a lead-acid battery (almost all of them are now lithium). The beneficiary also undertakes not to resell his bicycle for a year.
Local aid to compensate
You will understand, the state bonus only being used to supplement local aid, it has become much more important to check beforehand what the communities offer, starting with the lowest level, that of the municipality. And at this level, the disparities are significant, as we will see in our summary of the aid offered in the largest cities in France (over 150,000 inhabitants), in demographic order. The cities not shown below do not, to our knowledge, offer a purchase assistance device.
In the preamble, it should be noted that all of the aids below are for electric bikes approved and therefore bridled at 25 km / h, new, unless otherwise stated. The battery of the bicycle must not be lead-free. Aid is also allocated on the basis of proof of domicile in the geographic area concerned. We specify, if necessary, the conditions of resources. Big cities and regions playing the game
City of Paris
The City of Paris is very generous towards its inhabitants by offering a reimbursement of 33% of the price of a new pedelec, up to a limit of € 400. The aid extends to kits allowing electric assistance to be added to a bicycle that does not have one, as well as cargo bikes with or without assistance (ceiling raised up to € 600).
Greater Paris

It concerns approved pedelecs, folding bikes and cargo or family bikes, whether new or used, as long as they are purchased from a professional merchant or an associative self-repair workshop in the Lyon metropolitan area.
Toulouse

Nice
The metropolis Nice Côte d'Azur offers a 25% reimbursement of the VAE price, limited to € 200 per household.
Nantes

Montpellier

Strasbourg

Aid that supports the growth of the VAE market
Backward compared to its European neighbors, France is slowly going up the slope.
