Resah signs three framework agreements for Grades

Last spring, the Directorate-General for Caregiving (DGOS) entrusted the Hospital Buyers Network (Resah) with the task of concluding a national framework agreement with several digital service providers that the regions could solicit for e-Parcours. .

In this context, Resah's central purchasing office has launched a competitive negotiation procedure aimed at concluding three national multi-award framework agreements intended to:

  • the acquisition, maintenance and integration of software necessary for the implementation of digital services for health care and their coordination in the health and medico-social sphere

  • assistance to the project management necessary for the implementation of the solutions

  • support for the deployment and consolidation of uses (training, support for change, etc.).

These 3 framework agreements are made available to the Grades. The Grades were introduced in January 2017 by an instruction from the Ministry of Health on the organization and deployment of the implementation of the e-health strategy in the region, recalls.

Promoters of e-health in the territories, the Grades were created from the old GCS e-health and by merging some of them to respect the perimeters of the new administrative regions modified by the law in 2015.

Two modes of execution for the Grades

The mandated companies – the consortia retained as holders of the framework agreements – were also listed.

Thus, for the "acquisition, maintenance and integration of software necessary for the implementation of digital services for health care routes and their coordination in the health and medico-social sphere", the central purchasing department selected: Cap Gemini en co-contracting with Orion Health, GFI in co-contracting with Medialis, Maincare and Sword.

For the assistance with project management needed to implement the solutions, Resah has mandated: Bee Consulting in co-contracting with Verso Consulting, Easis, the firm EY (formerly Ernst & Young) and the PWC consultancy with Sia Partners.

And finally, for the component relating to support for the deployment and consolidation of uses after the implementation of the solutions, the selected companies are Atos, Cap Gemini, Care Insight in co-contracting with Doshas, ​​Juliet Sterwen in co-treatment with Proxicare.

Grades will be able to use the framework agreements of which they are beneficiaries according to two established modalities. They will thus be able to ask Resah's central purchasing office to compete with the holders of framework agreements in order to award contracts for them or to take charge of the execution of framework agreements and the awarding of contracts themselves. from the information transmitted by the central purchasing department.
