The College of Pharmacists publishes a green book on smart health connected Pharmacy Ehealth innovation

With the objective of placing the pharmacist at the heart of the transformation of the French health system that began in 2018, Carine Wolf-Thal, President of the National Council of the Order of Pharmacists (CNOP) set up, from the start of her mandate , Think tanks around three themes: prevention, new technologies and clinical pharmacy.

Directly linked to the National Health Strategy, this approach aims to adapt the pharmacy professions to societal changes and to the new needs of patients.

The results of this work on new technologies led to the publication of a green book called "smart health connected pharmacy and telepharmacy: it's already tomorrow".

The aim is to open up the debate on the many impacts of digital technology in the pharmaceutical industry. Six months of work bringing together elected pharmacists of the Order, collaborators and external experts made it possible to produce this Green Book, the starting point of a wave of collective transformation for the benefit of patients, all of the players being called upon to mobilize.

" The objective of this Green Paper is to open discussions between all stakeholders in the health system to adapt the profession to a changing world. "Said Carine Wolf-Thal, President of the National Council of the College of Pharmacists.

These proposals are fully in line with the implementation of the national health strategy 2022 and take up, putting them into perspective for pharmacists, the main objectives of the digital component of the strategy for transforming the health system.

To respond to the many changes underway, the National Council of the Order of Pharmacists offers twelve recommendations and twelve concrete initiatives which are organized around three major and complementary axes:

Launch new patient services

The Green Paper launches the debate on the coupling of digital power and the coverage of the dispensary network to develop innovative health services easily accessible to all the population: teleconsultation and medical remote monitoring, use of smart health connected objects and mobile applications for improve adherence to treatment, easier prescription management, online appointment booking for personalized follow-up. Some of these services may also be offered by PUI pharmacists and by biological pharmacists.

In this abundant environment, the Order announces the launch of an Observatory of the digital transformation of the pharmacy which will report annually on the main advances.

Strengthen coordination of care

Pharmacists have set an example with DP, which generates 450 million information shares per year between professionals but also through the security services of the drug chain on batch recalls and supply shortages.

The Green Paper calls for the achievement of a new stage, with the extension of the DP to the new missions of pharmacists and its opening to pharmacists biologists, an action plan to favor projects of national scope and interconnect DP, DMP, electronic prescription and secure health messaging as well as continued mobilization to go even further in the safety of the drug chain, by blocking the dispensing of all drugs from recalled batches. It is from the mobilization of all actors on these subjects that a more efficient coordination of care can emerge.

Master data and algorithms

Emphasis was placed on points deemed fundamental for a confidence pact with the general public: digital identity in health, data portability, application of the GDPR and the implementation of a national platform for audit of algorithms used in the healthcare world. Here too, the Green Paper gives concrete ideas so that each actor can contribute to humanist digital health at their level: digital is there to empower users and offer them new personalized services, and not to make predictive health and replace healthcare professionals with machines.
