The DGOS details the seven action levers of the Hop'EN program

Endowed with 420 million euros, the Hop'EN program ("Digital hospital open to its environment") succeeded the Digital hospital program to support the modernization of hospital information systems (HIS) over the period 2018-2022, recalls -your.

It is intended for all health establishments and is available in the territories by regional health agencies (ARS).

The Hop'EN program is action 19 "supporting the evolution of HIS" in the government's digital health roadmap, according to which it had already been "adjusted" last May.

It is also part of the technical doctrine of digital health, currently under consultation and initiative 23 "digitize hospitals and their environment" of the major investment plan (GPI).

Continuing the "Digital Hospital" program, Hop'EN is based on four prerequisites (identities and movements -P1-, security -P2-, confidentiality -P3- and exchange and sharing -P4) and seven priority functional areas which must be reached at the end of the program:

  • share the results of imaging, biology and anatomical pathology (D1),

  • develop the computerized and interoperable patient record and the shared medical record (DMP) (D2),

  • computerize the prescription for the care plan (D3),

  • program resources and share the patient agenda (D4),

  • manage its medico-economic activity (D5),

  • communicate and exchange with partners (D6),

  • provide online services to users and patients (D7).

To enable healthcare establishments to achieve these objectives, the program is divided into seven "action levers" relating to the governance of HIS, the development of skills and a "quality industrial offer", support for establishments on the achievement of prerequisites and functional areas, management and communication on the program, and research and evaluation.

The new DGOS publication details these levers, translated into 21 "commitments".

The 21 "operational commitments" of the Hop'EN program

"After a year 2018 devoted to the framing and structuring of the program, the year 2019 concretizes the launch and the entry of the program into its operational deployment", welcomes the DGOS in its press kit.

In detail, each lever has one or more commitments. To validate lever 1 "governance", the DGOS has set five commitments:

  • encourage strategic consideration of digital by decision-makers and professionals

  • contribute to the urbanization of the SIH and the target scheme of e-health in the digital health policy

  • decline the Hop’EN indicators in the certification of health establishments by the High Health Authority (HAS)

  • identify and make consistent the various requirements relating to HIS as part of a certification process (action 22 of the digital roadmap)

  • integrate work around digital health ethics.

The second "skills" lever, intended to develop the quality of digital management in healthcare establishments and to improve digital skills and appetite on the part of professionals and users, is divided into three commitments :

  • improve the quality of the IS function (information systems) by encouraging an SIH certification process

  • strengthen training and information on digital technology and its use among professionals

  • develop users 'and patients' digital appetite.

Leverage 3 "partners", which should allow the emergence of a "quality" industrial offer, improve customer / supplier relationships and strengthen interoperability, has four commitments:

  • improve the referencing of software publishers and integrators of the health market through the Relims database

  • strengthen the certification of hospital IT solutions through the "Digital Hospital Quality" label

  • participate in the deployment of the national urbanization framework

  • contribute to the deployment of national standards and repositories and to interoperability (technical and semantic).

The fourth lever "financing", which should make it possible to finance a third of the establishments reaching the usage targets in the functional areas, comes in two commitments:

  • organize, launch and monitoring funding leverage over the 2019-2022 period

  • ensure the reality of the stated usage targets.

The fifth lever "support" has three commitments from public authorities to better support establishments:

  • provide an updated and enriched toolbox for reaching Hop'EN prerequisites

  • set up a support system to achieve the prerequisites and the Hop'EN functional base

  • produce and distribute useful documentation to reach the Hop'EN prerequisites and functional base.

The sixth lever intended to support management and communication is also available in three commitments:

  • organize the steering bodies of the program

  • communicate about the program throughout its implementation

  • provide piloting tools.

Finally, the seventh and last lever of action "research and evaluation" which should make it possible to better understand the impact of health information systems has only one commitment: to promote research work on the evaluation of health information systems.
