After an initial assessment of the “Accelerating the digital shift” roadmap of the Ma health 2022 plan by Dominique Pon and Laura Létourneau a few days ago, the Agence du Numérique en health announced the publication of the technical doctrine of digital technology in health.

After several months of discussion and public consultation, the technical doctrine of digital health is published. With more than 250 contributions from stakeholders in the e-health ecosystem, the technical doctrine reflects the co-construction approach desired during the presentation of the roadmap “Accelerating the digital shift” on April 25.

For many years, a shared observation has regularly returned to debates between actors in the e-health ecosystem: the lack of a clear and defined doctrine around digital health. So today it’s done: technical doctrine provides the frame of reference for digital health data exchange and sharing services in the coming years. It is intended for carriers of digital health services, whether they are responsible for the project (regional support groups for the development of e-health, health establishments, etc.) and / or project management ( solution publishers, integrators, etc.) and the users of these digital services (healthcare and medico-social professionals or users of digital healthcare services in the broad sense).

The technical doctrine consists of a synthesis, a macro-planning, a target architecture diagram and 26 chapters classified according to the guidelines of the digital health roadmap on foundations and baseline standards, basic digital services, digital health platforms and support for stakeholders and innovation. It is evolving and will be put back into concertation every year.

This concerted effort made it possible to integrate the various remarks over the water. This is a first in France: this technical doctrine of digital health built with the whole ecosystem becomes a real regal base on which all the players will rely to deploy digital tools.

The purpose of this document is to describe the technical framework and the urbanization framework in which digital services for the exchange and sharing of health data will have to fit, in target (over a three-year horizon) and in trajectory. It is intended for carriers of digital services, whether they are responsible for project management (regional support groups for the development of e-health, health establishments, etc.) and / or project management (publishers of solutions, integrators…) as well as users of digital services (health and medico-social professionals or users of digital health services in the broad sense).

Through this technical doctrine, the State plays its role of regulator, architect and urban planner of digital health services. It aims to:

• Promote e-health by providing a clear and shared framework, in particular through the stabilization and clarification of certain principles pending arbitration and clear doctrine for many years;

• Engage private and public actors to develop useful services for users and professionals, while respecting the values ​​and the framework defined by the public authorities;

• Allow all the players concerned to contribute to the building.

The technical framework of reference therefore allows the industrial ecosystem concerned, to have a stabilized digital environment and to focus on functionalities and value-added business services to which any user or professional will have easy access through a secure national platform.
