To answer this problem, the Minister has entrusted the work of interoperability to Asip Health – which will soon be transformed into a digital health agency (ANS).

As part of its missions, Asip Santé is currently implementing four actions to establish the interoperability framework for health information systems expected by healthcare professionals, technical solution providers and manufacturers.

-> Propose a space for interoperability testing of health information systems

Although it was initially designed to respond to the technical developments of the shared medical file (DMP) and secure health messaging (MSSanté), the interoperability framework for health information systems is now open to other uses .

For this, the Asip organizes since April "projectathons", computer marathons allowing publishers to perform interoperability tests."Projectathons" dedicated to the "liaison information" component will be set up in April 2020. In addition, Asip Healthcare will open up an interoperability Review space to manufacturers, permanently accessible directly via the site of the agency, from July 2020.

The results of these tests carried out by the manufacturers will be put online at the end of the year 2020 and interoperability tests will also be conducted in pilot regions on specific use cases determined by the ministerial delegation of digital health (DNS), the regional health agencies (ARS) and the regional groups supporting the development of e-health (Grades).

These tests should "reduce the costs of implementing interoperability specifications by helping manufacturers detect nonconformities standards earlier and earlier in the development process," said the Asip in a statement of press.

Marathon sessions of interoperability tests take place during two days during which the monitors of the agency validate the tests carried out and accompany the industrialists.

Launched on November 21st, a "projectathon" on the medical synthesis component (VSM) will enable publishers to Review in real-life the production and integration of VSM compliant with the interoperability framework of health information systems. Nine publishers participate: Medimust, Orion Health, Silk Computing, OpenXtrem, Sestim, Prokov Editions, Agfa Healthcare and Weda.

"The publishers have been able to train freely for a week and 504 tests have already been made," explained Thierry Dart, medical director of medical affairs at Asip.

-> Converge towards the IS urbanization target via a specific tool

Defined in the digital roadmap, the IS urbanization target implies a convergence of each of the health actors. For this, a self-assessment tool, in the form of a questionnaire, was developed by the Asip.

Since the beginning of October, first experiments have been conducted in three regions: Occitanie, Ile-com-France and Grand Est. Deployed to all Grades from December 18, it must allow online publication of the results to support stakeholders to the convergence path established by the Ministry.

"It will initially be proposed in a limited area to regional platforms and then expand to industrial from late May 2020," said the health Asip.

-> Develop the Health Terminology Management Center (CGTS)

To address the issue of unstructured and unworkable data, particularly in the context of the Health Data Hub, Agnès Buzyn announced the implementation of a Health Terminology Management Center (CGTS) offering a national public counter free distribution the necessary semantic resources, and the provision of a national multi-terminology (SMT) server, to support the semantic structuring of health data.

"With 32 terminologies and 700,000 terms identified in the Asip Health terminology catalog, users want a one-stop-shop for publishing up-to-date health terminologies available in common, standardized formats. publishers will be facilitated, "said the agency.

This one-stop shop called CGTS will offer support services (support, training, etc.) starting in the first half of 2020 and will be equipped with the SMT in July 2020. Before that, a study on the Snomed CT clinical terminology must be conducted, in April 2020.

Until now, the governance of interoperability covered the production of specifications by Asip Santé for France of interoperability standards for health information systems (28 content and service components).

The agency now has the mission "to involve project owners, health professionals in the deployment of interoperability standards in the field" to allow better coverage of cases of use of exchange and sharing of data. health data by standards of interoperability and a better guarantee of the use of the services implemented by the industrialists.

Thus, "from 2020", the Asip will extend the governance of the interoperability framework to the governance of the interoperability of health information systems in France to align the activities of production of interoperability specifications with the terminologies published by the CGTS and the validation services made available to industrialists on the testing area of ​​health IS, in February 2020.

Asip also announced that it will set up "transparent processes" for the delegation of the production of interoperability standards to industrial or regional building owners in February 2020.

In parallel with the missions carried out within the framework of the interoperability of the health IS and the basic services that it provides, the Asip health is being transformed to become the ANS "on January 1, 2020", specified its general manager Annie Provost.

A major recruitment wave has been launched. The agency, which already has 139 employees, "will recruit by the end of the year 46 people" she detailed.

Moreover, the operating envelope of the agency has been revised upwards: it "will benefit from an additional 15 million euros to implement its program to accelerate the digital roadmap in health", said Annie Prévot.

The appointment of Dr. Jacques Lucas to the presidency of the agency was announced at the end of October.

As a reminder, the ANS is placed under the leadership of the delegation of digital health (DNS) which is directly attached to the Minister of Solidarity and Health.
