The Minister of Solidarity and Health, Agnès Buzyn, and the Secretary of State responsible for digital, Cédric O, had presented in April their roadmap to "accelerate the digital shift" in health, which includes 26 actions divided into five "directions", we recall.

It provides in particular for the development and publication of a technical doctrine and a target architecture diagram for the urbanization of health information systems in order to offer "a frame of reference" to players in e- health.

The elements of this technical doctrine have been posted online and submitted for consultation since September 30 on the site participez.esante.gouv.com.

With the publication, on January 28, of the last six chapters, the 22 chapters of the technical doctrine are now online. All players in the health ecosystem have until 12 February to submit its contributions and comments within the framework of the consultation desired by the public authorities.

Note that since January 20, it is no longer possible to deposit new contributions on the chapters of the doctrine, published between September and December 2019.

The last part of the consultation concerns the digital identity of users, the shared medical file (DMP), the digital health space (ENS), the package of services for health professionals, telehealth and the "lab e- health".

As a reminder, each of these subjects relates to an action in the digital health roadmap.

In detail, the chapter relating to the digital identity of users specifies the general principles on electronic user identification to access health teleservices and the chapter DMP relates to the development of the file and its articulation with the ENS, of which it must constitute the "first brick".

TheENS, which should become the national, public reference platform for digital health services for users and unify all the digital health services offered and labeled by the public authorities will be discussed in a third chapter.

Its "professional" counterpart, the professional services package, which should allow them to securely access the services offered by public and private actors, will be discussed in a fourth chapter.

These two services must be available in 2022, we recall.

The fifth chapter presents the principles of structuring a supply of telehealth "consistent and of quality", in accordance with the principles of national doctrine and the regulations in force and, finally, the sixth and last chapter of the technical doctrine relates to the e-health lab.

"The role of the e-health lab will be to identify, bring to light and disseminate new concepts, technologies, solutions and uses in the field of e-health. It will guide market players in all of the existing systems and put in relation to designers, users and investors ", underlined the ANS in its document.

"Through prospective studies, piloting POC (Proof of concept or proof of concept), ideation workshops and innovation contests, the e-health lab should stimulate innovation in e-health by linking up with existing bodies, such as the 'health lab .com 'and the' digital labs' of competitiveness clusters ", he said.
